Introduction 

The European Liberal Forum (ELF) invites interested parties to submit offers for catering and venue services in Brussels. The chosen provider/s will become a preferred caterer and venue for ELF events in Brussels for the period of 5 years.

About ELF 

The European Liberal Forum (ELF) is the political foundation and think tank of the European liberals, affiliated with the ALDE Party. As such, it is a regulated European Political Foundation and must comply with Regulation (EU, Euratom) 2025/2445 of the European Parliament and of the Council of 26 November 2025 on the statute and funding of European political parties and European political foundations (recast). 

With a network of 54 member organisations across Europe, ELF organises over 60-80 events each year, with many of them taking place in Brussels. ELF is in search of a preferred service provider/s that will sign a framework contract for the period of 2026-2031 and provide catering and event space services in Brussels.

Scope of Services 

 The procurement procedure is divided into two lots. Providers may apply for one lot or both lots for example if venues have an in-house catering service or work with an exclusive caterer. ELF may choose multiple providers within the same lot.

For purposes of comparison, we invited interested service providers to bid based on the usual scenarios for ELF events in Brussels. Scenarios serve only as a proxy to prove market competitiveness; selected providers will be requested to provide an offer based on specific requirements on a need’s basis.

Providers should provide an example offer per scenario including all projected costs necessary to provide the service such as staff costs, including VAT and any other taxes.

In case that the event space does not have included audiovisual (AV) or other services, the event space may provide a supplementary quote from a preferred provider or indicate services that are not included in the offer.

Tender and Contract Details 

Terms and conditions: 

Applicant must demonstrate previous experience in providing event space services or catering services in Belgium.
Applicant must have a sustainability certificate or otherwise prove that it uses sustainable practices.
Applicant must be able to communicate with ELF in English.

Evaluation Criteria 

Tenders will be evaluated based on the following weighted criteria:

invoicing and payment flexibility 20%
financial competitiveness: 30%;
quality of services: 50%;

How to apply 

The tender application, to be submitted in English, should consist of the following components:

a cover letter indicating the lot for which you wish to submit a proposal, legal address, entity type and structure of the company (if applicable) in a form of signed PDF(s).
price quote expressed as offers to the simulated scenarios in euros and with VAT included.
photos, references, proof of capacity and any other relevant documentation you wish to be considered for the quality criteria.
a sustainability certificate or other proof of sustainable practices.
