Invitation to Tender: Comprehensive Legal Services for ELF Statutory, Regulatory, and Compliance Needs 

Introduction 

The European Liberal Forum (ELF) invites qualified legal service providers to submit tenders for the provision of comprehensive legal support. This tender focuses on services related to the preparation, translation, and verification of ELF Statutes for publication in the Belgian State Gazette, publication of Board and business seat changes, filing and registration requirements, UBO register preparation, legal compliance advice, and other related legal matters. The successful provider will support ELF’s statutory obligations and regulatory compliance under Belgian and EU law. 

About ELF 

The European Liberal Forum (ELF) is the political foundation and think tank of the European liberals, affiliated with the ALDE Party. As such, it is a regulated European Political Foundation and must comply with Regulation (EU, Euratom) 2025/2445 of the European Parliament and of the Council of 26 November 2025 on the statute and funding of European political parties and European political foundations (recast). 

With a network of 57 member organisations across Europe, ELF organises over 60-80 events each year. ELF operates primarily through funding from the European Parliament and is subject to EU financial regulations and Belgian NGO law. Given its legal and regulatory environment, ELF requires expert legal support to ensure full compliance and transparent operations.

Tenders will be evaluated based on the following criteria with a 50/50 weight given to price and quality consideration: 

How to apply 

The tender application, to be submitted in English, should consist of the following components:  

-proof of legal status and structure of the company  

-price quote expressed as a yearly or monthly flat rate or hourly rate without VAT and estimate of support hours needed. 

-references and proof of capacity and previous experience supporting organisations that are financed by EU funds
