The European Liberal Forum (ELF) is the political foundation and think tank of the European liberals, the ALDE Party. It has a network of 57 member organizations across Europe and organizes over 60-80 activities each year. ELF is primarily funded by a grant from the European Parliament, and its business processes are subject to EU financial regulation. 

DESCRIPTION OF SERVICES: 

The purpose of this call for tenders is to conclude a contract with a company capable of providing ELF with licence management, technical support and administration of its Sage BOB (formerly Sage BOB50) accounting software.

TYPE OF CONTRACT AND CONTRACT DURATION
Direct service contract.
Five (5) years as the maximum allowed by our financial regulations before needing to redo the tender.
Value of the contract (approximate): 60 000 euros VAT included

TERMS AND CONDITIONS:

Applicant must demonstrate previous experience and capacity in managing Sage BOB accounting systems.
Applicant must be able to develop or provide access to an approval system that is connected to BOB accounting systems.
Applicant must be a legal entity registered in the EUMS, registered for intra-community transactions (VAT ID) and able to issue invoices.
Applicant must be able to communicate in English.
Applicant must be able to occasionally make visits to ELF office in Brussels if a more complicated support is needed.

SELECTION CRITERIA:

Lowest cost (life-cycle costing) for 5 years of the contract

HOW TO APPLY:
The tender application, to be submitted in English, should consist of the following components:

proof of legal status and structure of the company
price quote expressed as a yearly rate or other rate and any one off onboarding and development costs
references and proof of technical capacity to manage Sage BOB systems
