The European Liberal Forum (ELF) is the political foundation and think tank of the European liberals, the ALDE Party. It has a network of 57 member organizations across Europe and organizes over 60-80 activities each year. ELF is primarily funded by a grant from the European Parliament, and its business processes are subject to EU financial regulation. 

DESCRIPTION OF SERVICES: 

Context: 

The purpose of this call for tenders is to conclude a contract with a company capable of providing ELF with support during the annual auditing process and proactive and on needs basis consultancy regarding eligibility of spending and internal financial processes to be aligned with the relevant Belgian and European regulations. The successful tender will have knowledge of working with EU regulators and EU financial grant compliance.

SPECIFICATIONS:

A/ Semi-annual accounting review (2 x per year):

Budget monitoring> <consumption per project
Analytical encoding and compliance of supporting documents (sampling)
Verification of expenditure eligibility rules

B/ Audit of the annual closing:

Review of closing operations and provisions
Working in cooperation with the auditors of the European Parliament to ensure consistency between internal and external audit.
Analysis of balance sheet items and income statement at the closing date documents (by sampling)
Reconciliation of cost accounting with general accounting
Verification of expenditure eligibility rules:

Preparation of the BNB annual accounts
Tax aspects: IPM tax declaration, 281.50 files
Verification report for the general meeting (certificate)
Budget review for year N + 1

Needs based consultation and proactive suggestions for optimisation of audit and financing standards in line with the adoption of the new regulation

TYPE OF CONTRACT AND CONTRACT DURATION
Framework contract.
Five (5) years as the maximum allowed by our financial regulations before needing to redo the tender.
Value of the contract (approximate): 75 000 – 100 000 euros VAT included

TERMS AND CONDITIONS:

Applicant must demonstrate previous experience in supporting organisations financed by EU funding in financial matters.
Applicant must be a legal entity registered in the EUMS, registered for intra-community transactions (VAT ID) and able to issue invoices.
Applicant must be able to communicate in English and French.

SELECTION CRITERIA:

Price and quality as demonstrated by previous work and references. Experience with or knowledge of BOB 50 accounting software will be considered an advantage.

HOW TO APPLY:
The tender application, to be submitted in English, should consist of the following components:

proof of legal status and structure of the company
price quote expressed as a yearly rate or hourly rate and estimate of support hours needed
references and proof of previous experience supporting organisations that are financed by EU funds
