Opportunities offered by cyberspace and telecommunications have changed how businesses, governments and people function. Now more than ever, it has become clear that Member States need to equip themselves with the necessary technical and regulatory tools to counter cyberthreats and achieve a strong cybersecurity framework.
In this publication, the authors point to the cooperation between public and private sectors as a fundamental step to developing a harmonised European threat response system. Luigi Martino (PhD, Professor of Cybersecurity and International Relations, University of Florence) provides a detailed description of the regulatory aspect of these collaborations between European public and private actors. Francesco Cappelletti (Research Fellow, European Liberal Forum) examines how these partnerships could stimulate the development of a single European cybersecurity market.
