In June 2025, the European Liberal Forum (ELF), together with LYMEC and the Boris Divković Foundation, brought together young activists, students, and professionals in Sarajevo for the Liberal Hack Youth Event 2025. Over an intensive 24 hours, participants tackled one of Europe’s defining challenges: how to reimagine EU enlargement in a liberal, strategic, and future-oriented way.

Over an intensive 24 hours, participants tackled one of Europe’s defining challenges: how to reimagine EU enlargement in a liberal, strategic, and future-oriented way.
Against a backdrop of geopolitical tensions, democratic backsliding, climate change, and shifting migration patterns, five teams developed bold proposals across key areas climate, migration, economy, institutions, and culture. Their mission: to design innovative, credible, and actionable liberal policies that make enlargement a driver of sustainability, inclusivity, and democracy.
The result is a collection of forward-looking ideas that show how enlargement can work not just as a political process, but as a catalyst for a stronger, more resilient, and more united Europe.
